Financial Manager
Duty station: Vilnius, Lithuania.
Duties and responsibilities:
In charge for the overall financial management, overall accounting, contracts, money transfers, interim and final financial reports of the project;
Developing the project's financial management mechanisms;
Managing the project budget;
Monitoring and interpreting cash flows and predicting future trends;
Designing public procurement documents;
Researching and reporting on factors influencing project performance;
Conducting reviews and evaluations for cost-reduction opportunities and for timely identification of necessary budget adjustments;
Producing accurate financial reports to specific deadlines;
Consulting partners on EU financial reporting rules, assisting and advising the Belarusian partners of the organization in the development and financial planning of the project;
Performing other duties delegated by the project manager and the project Board.
Required Skills and Experience:
At least 10 years experience in financial management and financial planning in non-profit organizations;
Knowledge of The Practical Guide to Contract Procedures for European Union External Actions;
General experience in civil society work;
General knowledge about the political, economic and social situation in Belarus;
Knowledge of financial management software;
Analytical skills;
Verbal and written communication skills in English and Belarusian;
Indicative salary per month is 1000 euro (incl. social tax, as 40% duty level).
Grant Manager
Duty station: Vilnius, Lithuania.
Duties and responsibilities. Coordination of the FSTP project component, namely:
Preparatory stage: development of documents for the FSTP call for proposals, adjustment of the templates for the applications and reporting; publication of a call together with the project manager and communication officer; acceptance of applications and communication with applicants; due diligence and administrative check; distribution of applications for assessment, collection of expert assessments; preparation of memos for meetings of the selection committee; preparation of selection protocols; responses to applicants. Communication with contracting applicants, preparing documents for the contract and submitting them to the Financial Manager.
Work with grantees: Instruction of Belarusian grant receiving initiatives and organisations in financial and administrative issues. Monitoring of at least 40 projects’ execution, acceptance and verification of financial reports, mentoring and consultations on financial management, if necessary. Ensure proper documentation in regards to financial and administrative areas. Transfer of reports for approval and payment to the financial manager according to financial policy and grant’s agreements. Preparation of payments. Together with the Project Manager and experts – monitoring of implementation, verification and approval of reports. Coordination of the delivery of reporting documents between Belarus and Lithuania.
Required Skills and Experience:
Higher education;
General knowledge about the political, economic and social situation in Belarus;
Experience in Planning, Monitoring and Evaluation (PME);
Verbal and written communication skills in English and Belarusian;
Proven skills in book-keeping, logistics, administration;
Knowledge of financial management software;
Communication-skills both in person and in writing;
Indicative salary per month is 2000 euro (incl. social tax, as 100% duty level).
