Background/project description
The project “OCTOPUS: Education For Belarusian Children today and tomorrow” is committed to the following:
consolidation of intellectuals, scholars, educators, parents, and education managers capable of reforming education for children in Belarus;
increased provision of up-to-date education to Belarusian children both in Belarus and exile.
Two Educational Laboratories will frame and guide project activities.
Conceptual Laboratory on school education reform will set up and coordinate expert communications on the development, discussion, agreement, and criticism of the concept (or competing concepts) of school education reform in Belarus, focusing on the 2023-25 period. The Laboratory will operate as a set of regular expert meetings (eight 3 hours offline or blended workshops). Deliverables of the Conceptual Laboratory will be promoted via one-day conferences, media, and social networks.
Within the Laboratory on modeling and designing new formats for school education (Curricular Laboratory), educational managers, teachers, researchers, and other practitioners will jointly develop, model, and discuss the new curricula and formats of school education. The Laboratory creates a space for reflection and feedback for educators. At the meetings, the participants will analyze the new forms of teaching and learning and develop curricula — models of work that will be developed and tested within the FSTP grants. The Laboratory will operate as a set of regular expert meetings (eight 3 hours offline or blended workshops). Deliverables of the Laboratory will include recommendations, teachers' manuals, and education organizational models. The deliverables will be discussed at the meetings of the Conceptual Laboratory and mini-conferences.
Objective
The objective of the assignment is to provide technical support and advisory services to the project in the following intervention areas:
strengthening the capacity of the project target groups through the activities of the Laboratory on modeling and designing new formats for school education;
facilitating the process of education reform development through the activities of the Conceptual Laboratory on school education reform;
sensitizing and involving public stakeholders to provide input into the education system and curricular reform discussions within the framework of mini-conferences;
publicizing research results, recommendations, and guides.
Functions/key results expected
The senior consultant will plan and conduct project events within the framework of Laboratories and mini-conferences.
Under the supervision of and in cooperation with an expert methodologist, the consultant will be responsible for the following activities:
Developing a conceptual framework for the actions of Laboratories;
Organizing eight 3-hours workshops on education reform (the Conceptual Laboratory);
Organizing eight 3 hours workshops on new curricula and formats of school education (the Curricular Laboratory);
Facilitate project participants' experience sharing between the events;
Ensuring the provision of high-quality deliverables in Laboratories;
Facilitating ten mini-conferences.
Expected Deliverables
Key deliverables of this assignment are summarized as follows:
Inception Report that includes methodology/tools and a clearly defined work schedule for the laboratories activities;
Laboratories reports with policy recommendations and curricular proposals;
Final report incorporating all comments and inputs.
