Following "public
hearings" in Astravets which took place on 9 October 2009, we, the
undersigned citizens of the
Republic of
Belarus, having read
the following documents:
1. Rationale
for investment into the construction of a nuclear power plant in
Belarus.

having thought
about and discussed between ourselves the information contained in the mentioned
above documents, we came to the following conclusions:
1. "Statement
on the possible impact on the environment of the Belarusian nuclear power plant
(Preliminary report on the EIA of the Belarusian nuclear power plant)"
should be called back by the customer, provided that the errors committed in
the "Statement" can not be eliminated quickly and are of a
fundamental and even conceptual character, as well, the statement is missing
many important parts and in general , the "Statement" does not meet
the requirements contained in the Instruction on the procedure for conducting
environmental impact assessment of planned development and other activities in
the Republic of Belarus approved by a Regulation of the Ministry of Natural
Resources and Environment of the Republic of Belarus № 30 of the of June 17,
2005.
2. The
proposed draft project NPP-2006 with reactors VVER-1200 was not verified (there
are only two reactors of this type operating in the world), is unreliable (as
demonstrated by the exploitation of Tianwan NPP in China and other reactors of
similar design VVER-440 and VVER-1000 in different countries), and it would produce
extremely expensive electricity (21 cents per 1 kWh according to the Russian side).
3. Whereas the
" Statement on the possible impact on the environment of the Belarusian
nuclear power plant” was done properly it would demonstrate nuclear power is
economically impractical and is environmentally hazardous facility,
construction of which is unacceptable in the
Republic of
Belarus
or anywhere else.
We demand to
abandon the plans for construction and
operation of nuclear power plant in accordance with paragraphs 13.3 and
41.7 of the Instruction on the procedure for conducting environmental impact
assessment of planned development and other activities in the
Republic of
Belarus.
We demand to
consider our proposal in accordance with the Instruction on the procedure for conducting
environmental impact assessment of planned development and other activities in
the
Republic of
Belarus.
We request
reply with regard our proposals whether the latter were taken into account, in
time specified by the legislation of the
Republic of
Belarus
