Consultation on the new Indicative Programmes 2011-13
In the context of the Mid Term Review Civil Society Organizations and
other interested external stakeholders will be consulted on the concept
notes of the new Indicative Programmes for the 2011-13 period. These
concept notes have, as a general rule, been established after initial
consultations with national authorities, civil society organisations,
EU Member States and other donors present in the ENP partner country.
The concept notes present the approach suggested by the European
Commission and outline a number of possible areas of intervention.
To ensure a wide participation in the
process, the European Commission invites interested organisations to
provide their suggestions on:
• Co-operation priorities which should be supported until 2013 through the European Neighbourhood Partnership Instrument (ENPI);
• The role of civil society organisations in achieving the cooperation objectives.
We would like to invite you to send us your input in writing, respecting the deadline mentioned in the schedule below.
The
concept notes for the Multi-Country Programmes will be published on
this ENP website directly. For these concept notes please send your
comments to [email protected], mentioning ‘MTR new Indicative Programme 2011-13’ in the subject heading, by the deadline mentioned in the schedule below.

a general rule, the consultation procedure for the concept notes is
open for a period of three weeks after their on-line publication.

Outcome of the Consultation
The Mid Term Review for the majority of the ENPI programming documents
has now been concluded. New programming documents have been developed
for the period 2011-13. The formal Commission decision is scheduled for
the first quarter of 2010. Once the programming documents have been
adopted, they will be published on the ENP-website.
It should be noted that the end of the MTR process does not mark the
end of the consultations with Civil Society. The ENPI and its
programming documents, foresees that relevant stakeholders (including
Civil Society Organisations) will be consulted on the design of the
measures to be implemented under the programmes and will, where
relevant, be involved in the monitoring process.
