On October 28th, 2014 presentation of the analysis of the sector of social service of population in Belarus was held in Minsk.
The main goal of the research was to analyze the state of affairs, problems, and development prospects of the social service sector in Belarus. The research was commissioned by the Office for European Expertise and Communications.
According to the Assembly NGO, the presentation of the analysis of the social service sector in Belarus provoked a lively discussion. Experts marked the existing difference in the notion of social services used at the international level and in Belarus, as well as the need to create the environment necessary for ensuring long-term sustainability of civil society organizations as a platform for structural strengthening of the sector. Participants paid a special attention to the fact that despite certain services provided by governmental and non-governmental organizations have the same name and seem to be identical the activities inside such governmental and non-governmental services differ. These are some of the issues discussed at the presentation.
The results of the analysis demonstrated significantly high level of the development of the system of social service. Cooperation between the state and civil society organizations in social service, however, is currently at the initial stage though it is the factor enhancing the innovative development of the sector. Despite single recent positive changes in legal environment, legalization of social contracting in particular, further development of the cooperation is realistic and considered necessary by both parties.
