Website access restrictions are provided in the new law on mass media passed in late 2014.

The decree also stipulates that access may be limited to the proxy servers and Tor, which allow to avoid the ban. Many were quick to announce that they have been restricted access to. But on the morning of February 26, Tor-browser, proxy servers and VPN were still allowed to visit the sites to which access is restricted in the usual way by the decision of the Belarusian Ministry of Information. But experts say that if need be, Tor and proxies can be easily blocked.
For example, the controversial yahooeu.by and yah.by, which were still available in Belarus on February 25, today could only be accessed through the Tor-browser, proxy servers and VPN.
