The report covers the period from July to September 2015.
The main purpose of the analytical report is to reflect the situation with basic human rights in Belarus and indicate socio-political and economic factors that influence its development.
This analytical report is the result of cooperation between Belarusian human rights organizations: RHRPA “Belarusian Helsinki Committee” (“BHC”), PA “Belarusian Association of Journalists” (BAJ), Assembly of Pro-Democratic NGOs of Belarus, Educational Institution “Legal Transformation Centre”, Human Rights Centre “Viasna”, and Educational Charitable Institution “Committee “Salidarnast (Solidarity)”.
Assembly of NGOs together with the Legal Transformation Center worked on the section “Freedom of association and the situation with the non-governmental organizations in Belarus”. The experts analyzed the President’s Decree No 5 “On Foreign Gratuitous Aid” which approved the procedures of receipt, accounting, registration and use of foreign gratuitous aid, as well as registration of humanitarian programs.
This regulatory legal act is of great importance for Belarusian non-governmental organizations, which receive donations from abroad. It replaced the Decree No 24 of 2003 and though it contains some minor positive amendments, it does not change the system of registration and use of foreign gratuitous aid significantly and does not contribute to the development and financial stability of the civil society.
