Yesterday the House of Representatives approved the first reading of a new version of Belarus' Military Doctrine.
As the Defense Minister Andrei Raukou noted, the new version of the Military Doctrine takes into account changes in the military and political situation around Belarus and a wider range of sources of military threats.
The minister said that the Military Doctrine's new version was needed to reflect threats posed by the increasing use of the «strategy of non-direct action.»
«It provides for conducting warfare by proxy, the mass use of radical extremist and terrorist organizations, private military companies, the broad use of people's protest sentiment,»naviny.by quotes him saying.
The new Military Doctrine is a response to «color revolutions» and the use of internal armed conflicts to overthrow governments and violate countries' territorial integrity, said the minister.
The new version includes a longer list of internal and external threats to Belarus' security, as well as a longer list of measures that the government may take in response, including «preventive measures of strategic deterrence.»
The document takes into account the possibility of a «domestic armed conflict provoked from outside with the help of hybrid means of confrontation,»said General Raukou.
While the new Military Doctrine places an emphasis on «allied relations» with Russia, it also expresses an interest in developing cooperation with the EU and NATO, according to the minister. «The main idea is that we are open to cooperation with everyone but on the condition that Belarus' national interests are observed,» he said.
The Military Doctrine remains defensive despite all of the changes, he said.
