Let us recall that the report drawn up by Miklos Haraszti, the UN Human Rights Council’s special rapporteur on Belarus, focuses on human rights in the context of elections. According to the report, the human rights situation in Belarus has deteriorated sharply since the 2010 presidential election, and "evidence from past elections in Belarus shows a pattern of increased human rights violations during the periods prior to and following elections and on election day itself." The report notes that Belarus is the only country in Europe where the political opposition is not represented in the national parliament.
The specialists from the Center for Legal Transformation “Lawtrend” not once have urged the UN Special Rapporteur to include a number of recommendations to Belarusan government, to the Office of the UN High Commissioner for Human Rights and to the UN Office in Belarus. “One of the main arguments Belarus has against the mandate of the Special Rapporteur is the assertion that the mechanism itself is unconstructive and doesn’t promote real dialog with the state about the human rights. And such mechanism as the universal periodic review (UPR) Belarus presents as the best within the UN system”, - recalled Iryna Dzeshavitsyna, the leader of the International group of Lawtrend.
