“Overview of the International Standards and Principles of Public Funding” is published

European Center for Not-for-Profit Law (ECNL) has prepared this paper on the demand of the Legal transformation Center and Assembly of Pro-Democratic NGOs of Belarus.
Governments throughout Europe recognize the value of vibrant and sustainable civil society and the crucial role of non-governmental organizations in addressing the needs of citizens. Through NGOs people can organize themselves and become active members of civil society.
Governments also witness various benefits from the continuous financial support designated to the NGOs. With government’s support, NGOs are able to create and use innovative ideas, which can be later expanded to various public benefit activities and service provision. They are able to attract additional resources, build capacity in the areas where they work and contribute to the performance of government tasks.
Therefore governments are ready to invest in NGOs and create successful partnerships for delivering efficient and cost- effective services to the population.
The present Paper provides an overview of the international standards and principles pertinent to public funding, direct and indirect forms of state support, the selection mechanism and criteria. The authors identified lessons learned based on their review of the experiences of European countries with the goal to facilitate a discussion on enabling funding mechanisms amongst Belarus stakeholders.
